最近澳洲的移民申请速度非常的慢，而且内部的处理顺序一直是一个谜团，今天这个谜团解开了。根据澳大利亚移民部长的最新公布的政策，从9月23日开始，移民局将执行以下优先审批顺序
第一： 关于885，886等PR签证审理顺序
1. applications from people who are employer sponsored under the ENS and the RSMS
     雇主担保和RSMS偏远地区雇主担保申请人
2. applications from people who are nominated by a State/Territory government and whose nominated occupation is listed on the Critical Skills List (CSL)
   州政府担保同时提名职业在关键职业清单CSL上的申请人
3. applications from people who are sponsored by family and whose nominated occupation is listed on the CSL
   886亲属担保，同时职业在关键职业清单CSL的申请人
4. applications from people who are neither nominated nor sponsored but whose nominated occupation is listed on the CSL
    提名职业在CSL清单上的申请人（非雇主提名或者担保的）
5. applications from people who are nominated by a State/Territory government whose nominated occupation is not listed on the CSL
    拥有州政府提名但是不在关键职业清单CSL的申请人
6. (i) applications from people whose occupations are listed on the Migration Occupations in Demand List (MODL) and (ii) applications from people who are sponsored by family and whose nominated occupation is not listed on the CSL.
    提名职业在MODL紧缺职业清单上的申请人和提名职业不在关键职业清单CSL上的886亲属担保申请人
7. all other applications are to be processed in the order in which they are received.

第二，关于485 TR签证的审理：
1.applications from people who have completed an Australian Doctor of Philosophy (PHD) at an Australian educational institution in Australia
在澳洲学完博士课程的申请人
2.applications from people who have nominated an occupation on the CSL
提名职业在CSL清单上的申请人
3.applications from people who have completed an Australian Bachelor degree and Australian Masters degree at an Australian educational institution in Australia
在澳洲本硕连读的申请人
4.applications from people who have completed an Australian Bachelor degree and Australian Honours degree (at least upper second class level) at an Australian educational institution in Australia
本科加荣誉学士申请人
5.applications from people who have completed an Australian Bachelor degree or Australian Masters degree at an Australian educational institution in Australia
完成澳洲本科或者硕士学位的申请人
6.all other valid applications are to be processed in the order in which they are received.
其他有效申请按收到顺序处理
第三：关于案例审理的估计时间
在CSL清单的申请人可以在12个月内获得签证。If you have applied for an onshore or offshore GSM visa and your nominated occupation is on the CSL, it is estimated that your application will be finalised within 12 months from your lodgement date.
如果申请人提名职业不在优先类别，而且你在海外，那么如果你在2009年底申请移民，要等到2012年底
如果申请人提名职业不在优先类别，而且你在澳洲，那么如果你在2009年底申请移民，要等到2011年底 

请记住：你提名的职业在申请过程中不可以改变！！！
如果你的申请不在优先类别，请不要写信给移民局要求优先处理，移民局签证官也必须按照移民部长的公告办事。
If your nominated occupation is not on the CSL and you have applied for an offshore GSM visa or intend to apply for an offshore GSM before the end of 2009, it is unlikely that your visa will be finalised before the end of 2012.
If your nominated occupation is not on the CSL and you applied for an onshore GSM visa or intend to apply for an onshore GSM before the end of 2009, it is unlikely that your visa will be finalised before the end of 2011.
Your ‘nominated occupation’ is the occupation you nominated at the time you lodged your application and cannot be changed.
如果申请人等待时间过长，申请人可以在澳洲自由居住和工作，或者选择雇主提名，或者其他实质性签证，或者撤销申请回到原居住国。如果撤销申请申请费是不退还的。
如果申请人中途有事情回国，可以申请过桥签证B，一般允许出境3个月。 3个月后回来无需通知移民局。
    据留学专家分析，目前的移民审理顺序放缓和以下几个因素有关系：
1. 澳洲人口增加太快：随着目前澳洲移民大量涌入，去年澳洲增加了50万据《澳洲日报》报道，澳洲统计局9月22日公布的数据显示，截至2009年3月的一年中，今年澳洲人口增长近50万人，是自1960年代后所未见的人口大爆炸。一个环保团体表示，这没什么可高兴的，澳洲应该缩减引进移民的规模以保护环境。 去年3月至今年3月间，共有43万9千名移民来到澳洲，澳洲人口增长率超过2%，目前总人口为2180万。其中，近期绝大多数人口增长都是移民，大约是30万人。此外，一场“小型婴儿潮”也在同时进行中，共有16万新生儿呱呱坠地。政府表示，人口增长是好事，因为这意味着有足够的劳动力推动经济发展。然而一些环保团体表示移民已经多到不该再多了。澳洲保育基金会(ACF)发言人贝热(Charles Berger)表示，人口增长和环境保护是相冲突的。人口越多，温室气体排放也就越多，河流污染就越严重，基础设施也就越紧缺。每增加100万人，温室气体排放量就增加2500吨。贝热强烈呼吁政府把移民数量控制在“更利于可持续发展的水平”。“要是我们继续放任城市无限膨胀，就别指望拥有清洁的环境和优质的生活。”数据显示，西澳的人口增长得最快，而塔斯马尼亚的人口增长最慢。但各州及领地的人口均有增长。

2. 澳洲和全世界一样，陷入了全球金融风暴，虽然澳洲的经济表现和中国一样名列全球前2位，但是现在的工党政府面临强大的压力，就业市场的恶化导致政府必须放缓移民以优先满足本国纳税人的工作。
3. 目前澳洲留学市场因为管制不严，导致一批以印度学生为主的私立学校成为低质量的移民学店，政府在全面收紧这方面的签证。对于提交假的900小时工作经验和假工作经验的移民申请，移民局连TRA在进行相关的打击活动。
    另外，在学生签证方面，目前印度、毛里求斯等地的572学生签证申请基本上90%遭遇了面试，面试中基本上没几个学生通过“真实性”测试，拒签比例特别高。而且有150个海外中介的eVisa使用权利被移民局取消。可以预见未来留学签证将也变得更加严格，电子签证中介将越来越少，目前中国市场的学生电子签证也减速到了2个月，所以大家要有更早更好的准备。
    不管如何，2009年对于留学移民行业来说，是一个动荡的一年，洗牌的一年，澳大利亚已经开始关注控制教育质量，控制移民配额，这些或许要等到经济复苏后才开始改善，而这个周期可能是3年，也可能更久！
